Converse, TX: an untapped market (SBG San Antonio)
Castille grew up on the East Side of San Antonio, but frequented Converse. She was looking to open a food spot - loaded with potatoes. Jacked Potato opened just a month before the COVID-19 pandemic.
"I would like to say that the Converse community has really been supportive of the local businesses around here."
She says Jacked Potato was able to stay open solely from the community's support. But to help get things up and running, the Converse Economic Development Corporation guided Castille with every resource and question she had.
Of course opening a business on a different side of town only made sense if she moved closer to work.
"It's like living in the country, everyone waves in my subdivision," Castille said laughing. She has found a new place to call home. But she's not the only one.
Converse EDC says the population in Converse has increased 65% in just six years.
Yolanda Hewitt was the first to move into her new subdivision off of 1516. It's one of the 12 new subdivisions being built in the area.
"We all, you know, wave to each other. You get to know each other and our neighbors. It's pretty quiet, too." Hewitt moved back home from Georgia with her husband.
After searching across different areas of town, Converse seemed to have the most affordable homes.
Currently, Converse has 3,000 single-family homes that are on paper for construction, or already under construction. Hewitt's only complaint - "We need more restaurants and stores around here."
Fortunately, more is coming.
Converse EDC Executive Director Jimsi Kuborn says a "brand new 18,000 square foot facility [is] going up, and that will house a Planet Fitness. We also have about 80,000 square foot of new multi-tenant retail."
Kuborn explains that just because Converse is growing, in turn, the rest of Bexar County will benefit.
"It gives greater opportunities, for job opportunities, as well as housing opportunities, education opportunities and also larger federal funding for the entire region."

Bexar County Commissioner Tommy Calvert’s vision for 51 acres next to Joint Base San Antonio-Randolph — which includes palm-tree-lined streets connecting county buildings with hotels and shopping centers — is moving forward.
An animated video of the project, called Santé 51, shows a richly landscaped development with an open-air market, shops, fountains and green spaces.
County commissioners approved a $14.7 million contract with Byrne Construction to get the project moving with a 32,000-square-foot facility that will serve as a headquarters for Precinct 4.
The contract includes $500,000 for unexpected expenses. Still, county officials agreed to add an extra $900,000 to pay for anything else after a lengthy back-and-forth between Calvert and county staff, who said the facility could be built within the $14.7 million.
Calvert said he asked for the additional money because the project’s designers hadn’t met with the construction manager until two weeks ago. The contract didn’t include bullet-resistant features and an outdoor trellis clad with polished stainless steel.
“I want to be very clear that it has to do with the exterior and not having the detail from our particular design team and our construction manager,” Calvert said.

He added that furniture also would cost about $750,000.
Calvert took the county’s facilities management staff to task, saying the project has languished and had incomplete bid estimates while the pandemic has raised the cost of materials.
But Dan Curry, county facilities management director, said staff had taken into account ballistic fabrics, the trellis and landscaping.
“We feel comfortable in the number we have that it can accommodate the project as it’s drawn,” Curry said.
The trellis, he said, would cost about $70,000. When Calvert countered that the bid came in at $1.3 million, Curry said the inflated price was for a polished stainless-steel trellis instead of just steel.
“We, as staff, would not recommend adding $1.3 million to clad the trellis in polished stainless steel,” Curry said. “We think it brings no value to the job.”
Precinct 3 Commissioner Grant Moody was the sole vote against the additional $900,000 for the project.
“I don’t feel entirely comfortable voting on additional funding for additional pieces of construction that aren’t specifically itemized and laid out there,” Moody said. “I just wouldn’t feel comfortable right now supporting a contingency fund on top of another contingency fund when I don’t know specifically what that’s going to cover and what the cost would be.”
To fund the additional $900,000, the county transferred money from about a dozen small capital projects from past budgets that are completed or inactive, County Manager David Smith told commissioners. Commissioner Rebeca Clay-Flores asked if the redirected funds might affect her precinct. Smith said no.
“If anything is being transferred from Precinct 1, I’d like to know what it is,” Clay-Flores said.
At Rocket Lane and Loop 1604 in Converse next to JBSA-Randolph, the building is set for completion in summer 2024.
The site already has a substation for the sheriff’s office. It was one of three the county considered for the substation in 2015, but officials determined that it would be wiser to purchase the entire 51-acre tract for $3.4 million instead of the planned 8 acres for the project.

Shortly after that, Calvert led the creation of a master plan for the site that included two hotel towers, restaurants, medical offices, and retail and park space.
“This is not something that the county is used to doing, But a long time ago, we should’ve flicked the switch about how you attract the highest and best use. Because ultimately, the better it is, the more money we get from the sale of the land,” Calvert said.
The county already made about $2 million from selling a strip of the land to the Texas Department of Transportation to widen Loop 1604. Calvert said the county would sell property for the hotels and possibly collect rent from private businesses. Commissioners supported the concept of the mixed-use project in 2018.
Calvert has touted it as an economic driver and revenue generator for the growing suburb of Converse and a development to complement the 93-year-old air base.
He said the project would protect one of the largest local employers from future rounds of federal base closures and generate revenue the county can spend on more deputies, roads and services. He added that the development has been carefully designed to prevent the risk of aircraft bird strikes.
Despite the cost concerns, Calvert said he’s “so excited to move this project forward.”
“The people in the Northeast Side have been waiting for county resources for a long time. They’ve been waiting for economic development for a long time,” he said.

Welcome to Elm Trails, a small community south of Converse and Schertz, with nearly 120 lots for tiny homes.
This new subdivision from home builder Lennar off Walzem Road is offering two models of tiny homes called the Cooley and the Henley, neither of which are over 700 square-feet. The prices of these one-bedroom homes start at $159,000 and the landing page for Elm Trails shows that seven lots have been sold as of writing this article.
The Cooley model is 350 square-feet, while Henley model is almost almost double the size at 661 square-feet. With only one-bedroom it doesn't appear that these homes are geared toward families, but they do have most of basic necessities for single professional or a young couple with no kids.
Each home comes with a kitchen with stainless steel appliances, living room space, a bathroom (one or two depending on the model), a space for a washer and dryer tower, and a loft. The loft in the Henley model is accessible by stairs while the Cooley model requires you to climb a ladder, which could be difficult for those with a disability.
San Antonio's median home price is sitting around $340,000 as housing inventory has increased at a "breakneck" pace, according to a March report. People on Facebook have taken notice of the tiny homes, some saying that you'd be better off renting a loft in New York City with a view.
"They give 'small student NY loft' vibes," Valerie Guerra said on Facebook.
Julian R. Braver, who jut arrived from San Francisco, said on Facebook that San Antonio's home prices are "hilarious," adding "It’s like buying a house in the 1950s." Another person just wanted enough space for their cars.
"I'm okay with a tiny home but I need a three-car garage for my toys," Tim Pwnall said.
