More than a hundred Horseshoe Bay residents filled the ballroom of the Horseshoe Bay Yacht Club to capacity during a Sept. 13 town hall meeting.
Attendees were given copies of Mayor Cynthia Clinesmith’s State of the City presentation and Nov. 7 city election information as they entered the hall. The mayor and two City Council seats are up for election this year. Running for mayor are Donald Beeman and Elsie Thurman, who is currently mayor pro-tem. Running for the council are Larry W. Morgan and incumbents Jeffery D. Jones and Frank Hosea. The top two candidates will be seated.
City Manager Jeff Koska began the afternoon meeting with brief opening remarks before handing the microphone over to Mayor Clinesmith.
Her 40-minute presentation highlighted the city’s financial status. Currently, Horseshoe Bay has an AA+ credit rating and low tax rate, she said. She also noted that 1.3 miles of street have been upgraded with plans for 1.5 miles slated in 2024.
An internet tower was installed earlier in 2023, increasing citywide broadband access. The city also secured a contract with the Lower Colorado River Authority for a more stable water supply. Employee satisfaction is also stable, according to Clinesmith, who based that conclusion on a less-than-2-percent staff turnover rate.
The city’s challenges include population growth and its effects, traffic, and an aging infrastructure, Clinesmith said. The 2023 population is estimated at 8,500, about 1,000 more than Marble Falls.
The mayor’s presentation also included the city’s long-range plans for department staffing, capital outlays, and budget forecasts for a flat or lowered tax rate.
Several information tables were set up in the ballroom, allowing attendees to interact with department personnel before and after the mayor’s presentation. A registration table to sign up for emergency messaging systems CivicReady, Warn Central Texas, and WaterSmart was also available.
Koska characterized the event as a “great opportunity for citizens to connect, get informed, and to get engaged.”

Purpose-built space to include the 80,000 square-foot practice facility at Cap Rock complex
HORSESHOE BAY, TX – Horseshoe Bay Resort, Central Texas’ premier AAA-Four Diamond and Conde Nast Readers’ Choice Award-winning destination, announced construction is underway on a new state-of-the-art teaching academy with plans to have the space operational in the fall of 2024.
Construction on the 3,000 square foot Horseshoe Bay Resort Golf Academy began January 22.
The exclusive area for members and resort guests features two indoor bays with Trackman and Toptracer technology, club-fitting services, a club repair room (fondly labeled the Dirty Room) and a demonstration area with shafts, grips and clubheads from top manufacturers like Titleist, TaylorMade and Callaway.
“Everything you could get as a tour player at a tour van will be available to members and guests at our facility,” said Horseshoe Bay Director of Golf Operations Anthony Holder.
The elevated teaching experience doesn’t end there. Once players are finished with lessons they can go outside to one of eight covered bays nearby that all feature the same Toptracer technology that was just used during their respective teaching sessions. Each player will have the ability to see real-time data for each swing.
Packages for individuals, couples, juniors, academies and clinics will be offered. There also will be additional programs designed to incorporate fitness into a session. Holder expects that groups of business executives will reserve the space for team-building activities while sprinkling in a little golf. The Trackman technology can also turn the space into a simulator experience with nearly 200 golf courses available.
“The Horseshoe Bay Resort Golf Academy not only enhances our member and guest instruction opportunities, but it also enhances another function space for our groups adding another amenity in our tool belt to create a unique experience for, say, 12 executives who want to do a whiskey and cigar event while having long drive contests, or something similar,” Holder said.
Horseshoe Bay Resort is annually ranked as one of the top 100 resorts in the country according to Golf Magazine, Golfweek and Golf Digest. It boasts four 18-hole championship layouts – Apple Rock, Ram Rock and Slick Rock all designed by the legendary Robert Trent Jones, Sr., and Summit Rock, an exclusive Jack Nicklaus Signature design – and the 18-hole Whitewater putting course.
The new teaching facility will reside on the back of the practice range that services Apple Rock and Ram Rock. Horseshoe Bay Nature Park is an 11-acre piece of recovering Texas Hill Country habitat. Walking through the park, it’s obvious an immense amount of consideration, love, and time was invested into the development of this miniature Highland Lakes preserve. At first glance, the park appears simple and well-made. The matching construction, hidden trash cans and bathroom, and minimalist design all contribute to the natural aesthetic. A shaded observation deck offers an overlook that reveals the sloping gradients of the entire preserve. Clear maps, trail markers, water fountains, informative signage, and benches seem to be placed in perfect locations throughout the trail system. A half-mile loop winds through the park and gentle foot paths meander into hidden alcoves.
For all of the development in the park, the habitat itself is almost totally untouched, and that is by design. “It’s restoring the land back to its native state,” said Vicki Adcock, a Highland Lakes Master Naturalist and member of the Horseshoe Bay Nature Park Board of Directors. Eight eco-regions exist in the park, each with its own micro-ecology that can only develop if left alone. Very little mowing is done at the preserve, trees aren’t trimmed, and invasive plants are removed when discovered. As I made my way through the park, I was taken with the vitality present every step of the way. Even in the dead of summer, the plant life was more vibrant and varied than I was used to seeing. Silverleaf nightshade bloomed along the loop and Texas plume peeked out from the granite. Small trees emerged from swaying grasses that would normally be cropped short from mowing or cattle.
When designing Horseshoe Bay Nature Park, even the rocks and earthwork were given extensive consideration. Only granite and river rock are used on the paths and in the landscaping because they are naturally found in the area. The park has no paving, keeping the soil permeable so water can soak into the ground. Contour swells were built up to guide rainfall in gentle directions to prevent heavy erosion and runoff. Every time I stopped to take a photo, it seemed like a bench had been placed in the exact spot needed to get the best angle. This, too, was by design. The park’s Board of Directors consulted with the National Audubon Society to find the best locations for benches, creating ideal observation points for birders.
Brushpiles are placed throughout the park to provide cover for small animals to escape predators. These would occur naturally, but they take time to form. The piles end up being wildlife hotspots as animals feel more comfortable with a safe place to hide nearby. Dozens of species of birds can be seen at the park due to the untouched nature of the habitat. Trees like Texas persimmons and Ashe junipers are food sources that are usually absent when land is cleared for grazing or development. A small pond sits across a nearby fence line and attracts waterfowl when full. Because there is little to no mowing, flowers are able to go to seed. This means that, when spring rolls around, more blooms will appear, attracting pollinators such as monarch butterflies and ruby-throated hummingbirds. Nesting boxes for nesting birds, chimney towers for chimney swifts, and beehives for bees give shelter to animals that would otherwise be absent from the ecosystem. While my stroll through Horseshoe Bay Nature Park was short and sweet, it was impressive. I can’t wait to return in the spring to see it in full bloom. BOARD members claimed that they were publicly humiliated by a property owner after a disagreement over landscaping.
The Horseshoe Bay Property Owners’ Association board of directors had reportedly reduced the amount paid towards its landscaping contributions.
This decision upset the owner of Horseshoe Bay Resort, Jordan Jaffe, who reportedly retaliated by banning the seven board members from his property, in Horseshoe Bay, Texas.
Jaffe accused the POA of failing to meet their landscaping standards, according to the DailyTrib.com.
The POA’s board president, Donald Beeman, claimed that the POA had previously contributed $147,000 of its approximately $800,000 annual budget to landscaping.
This amount was set in 2013 after the POA agreed to raise the previous amount.

In a meeting on October 18, the board claimed that they were entitled to do this and cited a rule from the 1990 Easement, Covenant, and Declaration of Restrictions, that originally formed the HOA.
This rule said: “Section 7 of the (EC&Rs) prevents the resort from charging and the POA from paying above a set formula unless the resort and POA enter into a separate agreement to pay higher amounts.”
Beeman added that the POA decided to end the 2013 agreement, following failed negotiations with Jaffe, as a clause in the contract allowed termination after a 30-day notice period, according to the DailyTrib.com.
The POA president claimed that the negotiation had started in April and the board decided to reduce their landscaping payments in May to around $47,000.
Beeman said: “It’s totally in (Horseshoe Bay Resort’s) court.
“We haven’t asked for anything back. We haven’t made any demands or threats.
“We’re just trying to get started with something that is going to be more fair to the property owners, which is our fiduciary duty as board members.”
This followed an email that was reportedly sent to members of the resort and POA from Jaffe on October 6.
The email said: “The (Horseshoe Bay) POA board had no interest in abiding by or adhering to the bylaws of their charter.”
Board members were reportedly upset and some were left on the verge of tears at the October 18 meeting.
The newest director, Rick Overholt, claimed that he was left humiliated by the situation.
Overholt said: “My first reward after five months on the board was being publicly humiliated.
“My family and my grandchildren and myself are banned from stepping foot on resort property.
“I just can’t believe what’s happening in this city.”
The POA’s event coordinator, Karen Calderon-Schweitzer put out an emotive message at the meeting.
She said: “I’m sorry, I’m emotional.
“I just want to say that I am a proud board director, and I have done nothing wrong.”
At the meeting, Beeman added: “We’re volunteers and we work for the property owners here. We do not work for the resort.
“But we can work with the resort. We are all part of the same city.”
The US Sun had reached out to Horseshoe Bay Resort and Horseshoe Bay Property Owners' Association for comment.
