A small cheer erupted in the Lago Vista City Council chambers late into a meeting on Sept. 21.
It was the natural reaction to the informal conclusion of the debate over a plan to build a residential subdivision in the lakeside city northwest of Austin called Turnback Ranch. The Council's decision was made 14 months after Las Vegas-based Turnback Development LLC first brought it to the city.
Now, after a number of compromises — everything from reducing the number of homes, increasing setbacks and lowering maximum building heights to be more congruous with nearby homes, and developers committing to funding improvements to roads and a 34-acre public park — the City Council last month unanimously approved a number of agreements that effectively clear the way for the 242-acre project along Farm to Market Road 1431.
"We're thrilled to accomplish what we have over the last two years and move on to the next stage," said Ventana Capital Inc.'s Andrew Trietley, who represents the Turnback Ranch owners. "Our development company has a long track record of working on challenging projects, either because of technical factors, or political and community challenges, or market challenges, and in each case, we have a set of goals and a vision and stay persistent to accomplishing those. This is another example of that."
The Council decisions essentially solidify plans for one of the biggest undeveloped lakeside parcels in the region. It was purchased by the current owners in 2008, one year after Dallas-based developers planned a resort-style community with 700 homes, a dry-stack marina with concierge service, a restaurant and a small general store. That was tied to a planned development district approved by Lago Vista City Council in 2003.
Trietley and his team first publicly proposed updates to the plan last summer. They have maintained that it could be built based on the original planned development district, though executives hoped to replace it with a more economically viable vision. But that plan garnered pushback from neighbors and city officials alike.
After working with the city, neighbors and others, developers eventually scaled down the plan to include a maximum of 349 homes — down from 700 — with larger setbacks and lower maximum building heights. The plans also call for a 34-acre public park that would be the city's first, and developers have pledged $1 million toward park improvements. They also plan to fund improvements to road and other infrastructure near the site.
The updated proposal also includes only single-family homes and no commercial space, and developers would be required to obtain a final plat within three years to ensure it gets built. The development team indicated it would add 96 homes per year — below the contractually proposed maximum of 144 per year — with the first homes available in 2026 and full buildout in 2029. Developers declined to disclose any homebuilders at this time.
The Lago Vista City Council on Sept. 7 voted 5-1 in favor of the development agreement. They then unanimously voted on Sept. 21 in favor of amending the city's official zoning map regarding the PDD and Sept. 28 to establish a public improvement district to help finance improvements to the site. That cleared supermajority vote thresholds required due to the amount of opposition.
"It's been 14 months I think since the application since the application was originally filed if I'm not mistaken –14 months," Councilman Paul Roberts said during the Sept. 21 meeting. "The City Council several months ago had a work session on the DA and said these are the things we would like to see in the DA. Everything we asked for the in the DA – everything – came from input from citizens and I think we even went a little further. This developer agreed to every single thing."
Lago Vista Mayor Ed Tidwell previously called the moves "proof that we can actually work together and come up with something that we believe is in the best interest of everybody."
Officials have estimated the development would generate $7.4 million in annual property taxes, including $1.4 million in city property taxes. It would also result in $1 million of sales taxes annually from new residents spending money at local businesses.
"We're confident this is going to be a beautiful community and contribute a lot of value to the fabric of Lago Vista and the north shore," Trietley said.
The agreement was also celebrated by neighbors, who have organized and voiced opposition to the project over the last year, bearing signs in their yard and wearing t-shirts that said "Save Lago Vista" or "Say No To Turnback." The big concerns were about the density of the site and the height and proximity to their homes, along with strains on resources and increased traffic as the city continues to grow.
But many residents already expressed confidence in the changes approved at earlier meetings. The Lago Vista Property Owners' Association, a neighborhood association that predates the city itself, withdrew their formal opposition to the project.
Russell Barnes and Lisa Shaw, who were among the holdouts after the development agreement, said they were happy with changes made during the last two Council meetings, expressing confidence in changes made to zoning at the park and developers pledging to make updates to a storm culvert crossing they nicknamed "Russell's Bridge." They said their only remaining concern was the building heights.
Regardless, Trietley said he was thrilled that the entitlement process is almost done. He estimated they've spent thousands of hours on the project.
"As the developer we had certain goals and a vision for the project from the beginning, and we managed to meet and exceed those while making compromises with the adjacent neighbors, city staff and City Council that accomplished most of the needs and wants of those stakeholders," he said. "The combination of rezoning, development agreement and new district are a great example of collaboration between a developer, city, local businesses and residents."

"We could get the restriction lifted in enough time to get the pool open for the last hoorah," said Taylor Whichard, the director of public works for Lago Vista. "I want to thank the residents of this town for doing their part so we could stabilize and maintain safe water levels."
City officials sent out an emergency alert on August 6. It said water plant one couldn't meet demand because of mechanical issues and low lake levels.
"We took a systematic approach," said Whichard. "Looked at it from the bottom up and worked each problem out as they arose, and because of that we were able to lift the restrictions."

According to Austin Water, the stage two restrictions prohibit water waste, charity car washes, and the use of large fountains.
While fixing the plant, crews thought they might find zebra mussels clogging the pipes.
Instead, they discovered a freshwater sponge.
"It's just a slow growth organism, and standard preventative maintenance will take care of that," said Whichard.
The sponge was removed from the pipes.
"It did state that it was of no issue, our water treatment process can take care of it," said Whichard. "How it got there, when it got there, that's unknown to all of us."
Whichard said the sponge did not impact water quality.
But even after the city lifted restrictions, it said it responded to almost a dozen concerns about Lago Vista's water.
"Now obviously, we take issues like that extremely seriously," said Whichard. "We reacted swiftly and accordingly."
The city said it tested the water at every location, and each time it met TCEQ requirements, and the city's drinking water tested negative for bacteria specimens.
"Our water is safe for consumption," said Whichard. "We routinely test the water on a daily basis as well as perform the state mandated. That was done before, during, and even after the restrictions were lifted, and there's been no cause for concern."
In the meantime, residents can go back to outdoor irrigation twice a week as the city looks to purchase new equipment for the plant, which they hope will prevent an emergency restriction from happening again.

LAGO VISTA, Texas - Students at Lago Vista High School are part of the staggering 170,000 members of the Texas Future Farmers of America Organization.
"My mom was in FFA, too," said Brighton Taylor, the reporter for the Lago Vista FFA. "She did the same thing as me. I participate in livestock judging, so me and my little brother both do that."
According to a map by the FFA, Williamson County has almost 20 FFA chapters. Travis County falls just short of that number at a dozen.
In the FFA's division 12, which includes Williamson, Travis, Bastrop, and neighboring counties, more than 15,000 members make up local chapters.
"Sophomore year, I joined FFA, and I raised rabbits and showed them at the Travis County livestock show," said Jayden Lade, the president of the Lago Vista FFA.
According to the Texas FFA division, the state's chapter grew by more than 8 percent this year. That's 13,000 new members.
"About 18 percent of all FFA members reside here in Texas," said Jennifer Jackson, the executive director for the Texas FFA association.
The FFA is an organization for students interested in agricultural education, and its roots run deep.
"I think that FFA is a meaningful, wonderful opportunity for any young student," said Jackson. "Students can become involved in FFA as young as third grade."
Even the FFA can admit that it gets a rep for animals.
"A lot of people think 'man, FFA is kind of like old school,'" said Jackson.
Students at Lago Vista High are here to show otherwise.
"It was a group project that me and my buddy made," said Cormyn Mosser, a Lago Vista FFA member. "It was a 4x8 foot deer blind that we built from the ground up. All out of wood."
Lago Vista's FFA offers welding, and this week, classes are learning about florists.
"It's not just raising animals," said Taylor. "That's what the thing is like, 'Oh, I have to be a rancher or something,' but it's not that."
Some students in the organization see themselves pursuing agriculture full-time.
"I want to be involved in agriculture," said Mosser. "That's my ideal end place."
Others, like Jayden Lade, see themselves taking a different career path, like nursing.
Either way, students enrolled in Lago Vista's FFA group said there is something here for everyone.
"Obviously, raising an animal comes with a lot of responsibilities," said Lade. "My leadership skills, organizational skills, and all sorts of stuff like that."

Among counties with a population of 20,000 or more, Texas has six of the top eight fastest-growing counties nationwide.
While that growth is a great sign of the strength of our state’s economy and the attractiveness of our metro areas, it also comes with a strain on our infrastructure. This is acutely felt in smaller communities on the peripheries of these major metro areas, such as Austin. In my town of Lago Vista, about an hour outside of the state’s capital, we’re witnessing a remarkable surge, propelling our population from 7,000 to over 13,000 in just a few short years, according to a city report, a number much larger than current census data.
That growth has been entirely residential with little to no commercial and industrial, which downtown Austin sees and benefits from through taxes. Unfortunately, this residential boom has stretched our waste and drinking water capacity to its limits, affording us minimal time to plan, fund, and construct essential infrastructure.
Lago Vista manages its own water utility, which pulls water from Lake Travis. Under a current drought response our residents face a $15 surcharge drought fee each month on top of their already high water utility payments, compared to neighboring communities.

During the last election, Texans approved the $1 billion Texas Water Fund, which will be used to transfer money to existing financial assistance programs through the Texas Water Development Board. The board is accepting stakeholder input before promulgating the rules that will decide how these funds are allocated and what the criteria are for municipalities applying.
Along with a letter from the city of Lago Vista, I recently submitted public comments to the Texas Water Development Board urging consideration of additional scoring metrics for communities located near these high-growth metro areas that apply for financial assistance programs. Notably, current scoring mechanisms include up to 20 additional points for economically disadvantaged communities, a scoring bump that jumps applications to the top of the funding list.
I proposed that equivalent scoring that currently goes to economically disadvantaged communities should also be awarded to communities under undue stress related to neighboring communities’ unfettered growth. This adjustment would ensure that smaller municipalities with a population of less than 20,000 residents located near rapidly growing metro areas are equitably supported in their efforts to meet the burgeoning demands for water resources.
The absence of these funding opportunities would significantly hinder the advancement of numerous large-scale infrastructure projects, either subjecting them to prolonged delays, increasing our bond debt, or jeopardizing their realization altogether.
I call upon other communities facing similar circumstances to rally behind this initiative, to testify before the Texas Water Development Board, submit letters, and advocate for this new metric to be included in the Texas Water Fund rules. Together, we can ensure that the growth of Dallas, Houston, Austin and San Antonio does not bankrupt our towns through endless bond debt and exorbitant water utility fees. Collectively, we can ensure the sustainable development of our state’s infrastructure in the face of rapid urban expansion.

Plans to visit Tech and recent camp: "They invited me to come out to a game, but I actually went to a camp I think three weeks ago. I performed pretty well. It was really nice, the facilities were very nice. The coaches were pretty nice too."
Fit at the next level: Griffin says the offer was for cornerback and that's where he sees himself playing at the next level. He also returns kicks for his high school team which is another dimension he can bring to the field.
"I'm a pretty physical corner, I can play press, and I don't think they have a lot of those."
Other schools he's hearing from: "I've heard a little bit from Washington and UTSA. They've been kinda looking at me a little bit."
What he's working on this off-season: "A lot of footwork stuff. I'm kind of lacking my footwork area so that's what I'm trying to get up right now."
