A proposed project from technology manufacturer Han's Laser could be coming to Manor, and it could act as an anchor for more growth in the city.
The project, which was first reported by the Austin Business Journal, has yet to be formally announced. Plans are still being finalized, but if successful, it could add a major employer to the Austin suburb.
Han’s Laser purchased 262 acres at 12429 W. Kimbro Road in Manor, a sale that was first announced in April by Gold Tier Real Estate LLC in a LinkedIn post that did not name the buyer but described it as a company that supplies both Samsung and Tesla. In the post, Gold Tier said the project would start with a 400,000-square-foot building but would eventually total 1.6 million square feet of industrial space and additional employee homes.
Travis County records show the deal closed in late March, with the land being sold to Suntrend Investment LLC. California property records connect the company to Silicon Valley-based Hans Laser Corp., the U.S. subsidiary of China-based manufacturer Han's Laser Technology Group Co., which makes laser cutting and laser welding machinery. The company also has a location in Katy, near Houston.

Both the city of Manor and Gold Tier said the company has discussed its plans for the site, which would be in Manor's extraterritorial jurisdiction. The proposed factory calls for hundreds of workers and could eventually grow to about 1,000 jobs. Han's Laser supplies a number of industries, including automotive, textile, hardware, semiconductor and solar energy, and its clients include Samsung, Flextronics and Infineon, which have Austin-area facilities.
Though he said the project is not yet set in stone, Manor Mayor Christopher Harvey hopes it could lead to more retail and residential growth for the area. He expects some aspects of the project could be announced as soon as May.
“The city's goal is to continue a conversation, to be a support," Harvey said.
Colin Tierney, owner of Gold Tier Real Estate, said Han’s Laser expressed interest in the land last year and has since presented the city a preliminary vision of a project that would be anywhere between 400,000 and 1.6 million square feet of industrial space over four phases.
“The initial 400,000-square-foot industrial center, as proposed to us, is supposed to be for their facility, in the supply chain to Tesla and Samsung,” Tierney said.
He said the additional phases of the project are supposed to be sister companies that also help the supply chain.
“All in all, we're very early on in this process, and a lot of things could change. But from what we're told, (Han's Laser is) trying to get started as soon as possible,” Tierney said.
Harvey, who considers Manor to be the "golden triangle of opportunity," said the city has had a plan to secure a major employer.
“Residents want more job opportunities, higher pay and investments that allow us to invest more into retail, roads, infrastructure, public transportation, public facilities, like libraries and rec centers, or something like that,” Harvey said. “These types of opportunities really serve as catalysts for the other things we're trying to do.”
Harvey said Manor has a lot to offer, including being well-positioned to get to a number of destinations quickly, such as Austin, Dallas, Houston, San Antonio and Austin-Bergstrom Internaional Airport, as well major companies such as Tesla and Samsung. He added that it also is on a working rail line.

Harvey said the city's commitment to workforce development and housing opportunities for middle-class and lower-income people also make it an attractive place to live and work.
“We're actually in a good space for companies that want to participate in the manufacturing boom,” Harvey said. “We're in a good location to attract those companies because we have proximity to a lot of their clients, and then we also have homes that are still under cost in comparison to our neighbor Austin. … So it's a good place to move to and a good place to relocate small, medium or large businesses.”
Harvey said the city has been communicating with the company and working out details related to infrastructure, water and wastewater for the project, as well as talking through the jobs it could bring. He said no incentives have been discussed or given to the company.
Harvey said the project falls in line well with Manor’s first comprehensive plan, which set goals for what the city will look like in 2050, including ones focused on transportation, infrastructure, land use, library, recreation, parks, economic development and community branding.
He added that the plot where the facility would be built was sold by one of the landowners the city approached who were interested in furthering the plan's goals.
Tierney said Manor is well-positioned from a real estate perspective to see growth in the next several years, especially if this project is built.
“For whatever reason, Manor has been looked over, in our opinion,” Tierney said, adding that the city is very “pro-growth."
“There's still a lot to be figured out, but the city of Manor is very receptive and very excited about projects like this,” he said.

Ed Latson, CEO of the Austin Regional Manufacturers Association, said the project would be good for Manor and would add to the advanced manufacturers moving into Central Texas.
“They fit well in an ecosystem that already includes numerous companies making complex equipment,” he said.
Latson said Central Texas remains a hot area for industrial investment in the United States.
“Han's Laser establishing a facility in Manor continues the stream of advanced manufacturers moving to Central Texas, many settling on the northeastern crescent of the region,” he said.

Located just 12 miles from Austin, the city of Manor, TX is one of the fastest-growing suburbs in America. Manor’s majority-minority demographics reflect the diverse nature of today’s America, and the city is experiencing extraordinary economic growth even in the face of the COVID-19 pandemic. Job postings in the Austin metro area are up an incredible 82 percent over the pre-pandemic baseline as of this January.
Texas’ four large metropolitan areas are seeing increasing migration from coastal cities, and Manor is no exception to this trend. New housing permits in the city in 2021 were the highest on record, a telling indicator of explosive growth. The city’s population is expected to grow 373% by 2030, according to projections. Affordable land and proximity to major highways are major draws for big-city transplants looking to start new businesses, grow their families and participate in a vibrant economy.
But this explosive growth has not been without its challenges. Although large corporate newcomers to the area like Tesla and Samsung have provided many new job opportunities, the landscape for small businesses is more difficult. Interim City Manager Scott Dunlop describes Manor’s challenge as one that many cities of similar size face: “Cities are going after big fish, but you need to focus on small, too. Don’t ignore your small business community.” Many potential entrepreneurs in Manor are stalled by common roadblocks: lack of capital, hard-to-find information and guidelines, and inadequate planning. In Manor, as elsewhere, these obstacles have prevented historically marginalized communities from accessing the resources they need to succeed.
As an African-American veteran, college professor and a small business owner, former Mayor Larry Wallace Jr. understood these challenges intimately. Dr. Wallace has a PhD in Business Administration and routinely partners with early stage entrepreneurs to help plan for growth. Under his leadership, Manor city government partnered with NLC’s City Inclusive Entrepreneurship program and Civstart to better define their goals and craft a plan to improve the city’s small business ecosystem. A focus on revitalizing Manor’s struggling downtown was a priority, as was connecting entrepreneurs to necessary resources more directly.
Debbie Charboneau, Manor’s Heritage and Tourism Director, praised Civstart and NLC’s ability to share best practices and guide the conversation. “At the very beginning [of the project], it was confusing,” she said. “What do we want to do? Where do we want to go? Everyone had different ideas.” She credits the program’s intuitive structure and collaborative nature with helping Manor identify a challenge statement that suited its unique needs.
Manor’s work with NLC led the city to partner with Qwally, a cloud-based digital platform designed to help small businesses navigate city contracting, permitting and other related resources more efficiently. Qwally’s work in cities like Mobile, AL and Kansas City, MO, along with its ability to help cities adapt to the realities of the pandemic, were key selling points for Manor’s city officials. “We started this pledge and project… to support our small business owners and those seeking to become small business owners, especially with the impacts of COVID in our community,” said Mayor Larry Wallace Jr., speaking enthusiastically about the city’s partnership with Qwally.

A $71 million new phase of development could bring hundreds of thousands of square feet of stores, restaurants and hotel space to Manor, in an area where lots of new construction has been proposed.
Austin-based Greenview Development Corp. on July 5 secured approval from Manor City Council for both a development agreement and an incentives agreement for the third phase of its Manor Commons development. The new phase is slated to rise on a 47-acre greenfield site at the northeast corner of Farm to Market Road 973 and U.S. Route 290.
Public officials have said that as part of the new phase — expected to measure about 190,000 square feet — developers have talked to potential tenants that include hotel operators, retail operators, grocery chains, sit-down and fast-food restaurants, health care providers and financial instiutions.
Preliminary site work is estimated to take 18-24 months before vertical construction begins. At full buildout, the new phase is expected to grow Manor's tax base by about $105 million across property, hotel and sales taxes and create 670 jobs.
Greenview owner Barth Timmermann said during last week's meeting that his company hopes the project improves the quality of life for Manor residents, helps narrow the retail trade gap for the city that remains underserved in that regard and improves regional mobility with infrastructure improvements at the site.
"The last partnership that we did was a win-win for all parties," Timmerman said during the meeting, pointing to prior phases of Manor Crossing across U.S. 290, with tenants like Walmart Inc., Sherwin Williams Co., Panda Express and Bank of America, in addition to a 20-acre park. As part of the Chapter 380 incentives agreement, the city will provide up to $9 million in sales and property tax rebates over a 15-year period, once a certificate of occupancy is issued. The developers hope to have a minimum of 25,000 square feet of commercial space and make at least $3.1 million in infrastructure improvements before the rebates take effect.
The project would inject much-needed retail space into Manor. The city, located 15 miles east of Austin, historically had an agriculture-based economy. But rapid housing development — the population reached an estimated 19,000 in 2022, according to U.S. Census Bureau data, up more than 39% from 2020 — has left many residents clamoring for more consumer businesses and city officials eager to grow their tax base.
The new phase of Manor Commons is located across FM 973 from the proposed Manor Crossing development, which could see 600 multifamily units and up to 425,000 square feet of commercial space rise on a 95-acre site. Representatives for the development team have said H-E-B will anchor the retail portion of Manor Crossing. However, H-E-B communications leaders have maintained that while the company is interested in Manor, it has not committed to the site.
Manor Economic Development Director Scott Jones said in an email the two shopping centers will enhance the city's quality of life while boosting sales, hotel and property tax revenue, with agricultural real estate being converted into a thriving retail area.
"The City of Manor is very happy to have this approximate 190,000 square feet of retail, restaurant, banking, hotel and professional office commercial space providing additional needed shopping, dining, accommodation and business opportunities to the citizens of Manor," he said. "While preliminary in planning, current tenants are reported to be a discount supermarket chain, several seated dining and drive-through food options, and negotiations are underway with a medium-box retailer, a hotel, financial institutions, a fitness facility, healthcare providers, and other retail and service options."
