DRIPPING SPRINGS, Texas - Traffic is projected to double in the next 20 years between Austin and Dripping Springs. TxDOT is planning to widen Highway 290, adding more construction to the busy corridor.
While TxDOT said the expansion is aimed at making improvements, many who attended the meeting said it is doing the direct opposite.
"I want to know what is an alternate way of doing this," says President of Patriots’ Hall Dripping Springs Kathryn Chandler.
Hundreds of residents showed up to meet with the Texas Department of Transportation at Dripping Springs Ranch Park and Event Center, with questions they want answered, and to learn more about the U.S. 290 expansion.
"This is exactly what we like to see. This is a community-driven project, and so we want to hear from the community. We want to hear the good, the bad and otherwise," says TxDOT spokesman Brad Wheelis.
TxDOT unveils new US 290 plans
TxDOT has unveiled a new plan to widen US 290 into a freeway between southwest Austin and Dripping Springs. The massive proposal comes amid explosive population growth in that area. But, some people are concerned about the impact to homes and businesses.
Many are concerned about what this means for their homes and businesses after being informed that the design may impact 13 homes and 82 businesses.
"Under this proposal there are some property impacts. We have reached out to those potential impacts and the folks who own those properties so that they can get a handle on what we are proposing and why," said Wheelis.
"Our homes in particular is a little section called a polo club. They are taking 165 feet of our backyard. Our septic. There are two trees that they have got to remove that have been here since before Texas was a state. We currently have a nature sanctuary in our backyard butterfly preserve where monarchs come in. They are going to clean this all off," says William Kenefick, who is against the expansion.
Business owners were faced with the same challenge.

"The 4 acres of the 10 that they are attempting to take is going to kill our equine therapy. The project is going to take away the obstacle course, the outdoor ADA trails and out fishing pond," says Kathryn Chandler.
The proposed plan will turn the current four-lane road into a six-lane freeway, stretching 13 miles, through Travis and Hays Counties. It would link in with the Oak Hill Parkway, which is currently under construction at Interstate 71.
"I have four kids. They are going to have a 15-foot wall that is going to be a 50-degree slope. You can walk up and down it to a pedestrian overpass. I definitely don’t think that is an even trade. I don’t think that they are even considering the impact that it has, especially a small community like Dripping Springs, that has 2,800 people. Now they are putting in the ability to move thousands of people from Austin, have them make it a commuter route, 70 miles an hour with no type of barriers to protect cars from coming into our yard," says Kenefick.
The project is currently in stage 2 of 4, known as environmental study and schematic design.
"In this stage, we are still taking public feedback. We are looking at design, we are looking at the environmental impact that this would have. We will have another meeting in the summer, and then we will have a public hearing which will be kind of the final chance for folks to weigh in before we get to the point where we are moving toward a final design," says Wheelis.

DRIPPING SPRINGS, Texas — After having to reschedule due to inclement weather, Tuesday the Texas Department of Transportation presented its first version of a plan to expand U.S. Highway 290 from Oak Hill to Dripping Springs.
"It's taking the sweetness out of Dripping Springs, and we can't lose that." Kathryn Chandler, who has called Dripping Springs home for 14 years, said.
Chandler says for the last five of those years she's been working as president of the nonprofit Patriots Hall to bring in a 10-acre retreat for military veterans. It's set to open this June, but the proposed expansion of U.S. 290 threatens to eliminate four entire acres of her retreat's outdoor space.
"We also have a big event center for workshops, seminars for transition, education, and job networking," Chandler said. "Obstacle course. equine therapy, fishing, we've implemented all of this on our property."
Brad Wheelis with the Texas Department of Transportation says the expansion would add an additional lane of highway in each direction between Oak Hill and Dripping Springs. It would also become a divided highway, separating it from local traffic and eliminating the need for traffic lights.
"People want to live in Austin and the surrounding areas. And it's tough to keep up with the demand," Wheelis said. "Because everybody's not only moving here, they're bringing their vehicles with them."
While residents like Steven Loomis see how this will make commutes from Austin safer...
"When we had the ice storm and the lights were out, I watched lots of cars go by and nobody stopped," Loomis said. "It seems like there are crashes every day here."
He would like to see TxDot come up with a plan that impacts fewer businesses.
"See if there's other options, you know, like digging down, maybe multiple layers, maybe fewer lanes," Loomis said. "Just to try to minimize the impact on businesses and property."
But that's exactly the kind of feedback Wheelis says TxDot wants to hear.
"We know that not everybody's going to like it, a lot of people are going to love some aspects of it," Wheelis said. "So that's the purpose of this meeting. We want that feedback."
And Chandler hopes the dialogue will make a difference.
"I was hoping there'd be like offshoots and grow around our town," Chandler said. "It's the heart of this community."
TxDot says there's no timeline yet for construction on this project. It says there will be a second proposal presentation towards the end of summer, and then public meetings will begin.

Dozens of South Austin and Dripping Springs residents gathered Jan. 30 to view the Texas Department of Transportation’s newly unveiled plans to revamp a 13-mile stretch of Hwy. 290 from Oak Hill to Dripping Springs.
The meeting marked the first major update on the project since TxDOT held an initial public comment meeting in 2019, as it was temporarily stalled during the height of the pandemic.
The details
The project will extend from RM 12 in Dripping Springs to RM 1826 in Southwest Austin, connecting to the Oak Hill Parkway construction project that is currently underway. TxDOT is proposing the following upgrades to the corridor:
The why
TxDOT officials said an uptick in traffic congestion and severe crashes on Hwy. 290 spurred the need for road improvements.
The 13-mile stretch of Hwy. 290 saw 1,501 crashes from 2019-2022, 4.8% of which were considered severe. The statewide average for similar roads is 2.8%, according to TxDOT.
The majority of crashes along the corridor are rear-end and left-turn collisions, accidents TxDOT officials say can be reduced by getting rid of the frequent stop lights.
TxDOT also found that average peak hour traffic volumes on the road are expected to jump 45% from 2019 to 2045 if no action is taken.
“I think it’s very much needed,” Dripping Springs resident Mark Penton said. “I mean you can see the growth out here. I’ve been here 26 years; the growth is ridiculous, and it’s getting worse.”
What else?
If the project moves forward, TxDOT will displace 13 residences, 82 businesses and a church. Dan Hollaway is among the 82 business owners that will have to relocate their workplaces.
“I mean it’s not a bad thing intrinsically,” he said. “Everybody is [going to] have an ax to grind.”
What’s next
TxDOT will hold another public comment meeting in the summer and a public hearing in the fall. The final design of the project, right-of-way acquisitions and construction date are to be determined.

Dripping Springs and the surrounding area have grown from a population of 20,000 to 40,000 over the past five years.
DRIPPING SPRINGS, Texas — Dripping Spring, about 40 miles southwest of Austin, is known as the "Wedding Capital of Texas." It is also known for its distilleries and wineries, with gorgeous views of the Texas Hill Country.
Doug Reed is the owner of the Hawk's Shadow Winery. He has lived in Dripping Springs for two decades, and his property is tucked away on 44 acres of land.
"We are sitting here, and you can hear the birds and virtually no traffic. So you can really enjoy being away out from that," Reed said.
But a few miles into town, Reed said he has seen the city's rapid growth.
"Changed so dramatically from, again, this sleepy little town almost nobody heard of to being quite well-known now," he said.
Houses are going up at a quick pace. Dripping Springs and the surrounding area have grown from a population of 20,000 to 40,000 over the past five years.
New residents like Jose Santos now call it home. He's been in the city for three months. Santos is originally from Puerto Rico and lived in Austin for two years. But the wineries, the beauty of the Hill Country and school for his child drew him to Dripping Springs. He lives in the Heritage subdivision.
"More relaxed – it is a very nice place," he said.

Dripping Springs Mayor Bill Foulds said the growth has been good for the local economy, but it's not without its challenges.
"We have incrementally, over the last four or five years, gone up tremendously," Foulds said.
The city had to put a moratorium on new construction in 2021.
"Things were growing too fast and rapidly," he said. "We couldn't process what was happening with permitting and what our citizens want."
Foulds said the moratorium lasted for 10 months and helped the city catch up, but it still struggles with managing wastewater from all the new homes. Foulds said city officials are working on a comprehensive plan to expand the water treatment facility.
“That is what the permit is for, is [to] expand it, and we are working hard to do that," Foulds said.
Foulds said another priority is road improvements along the city's two main roads.
"Really make sure 290 is taken care of and Ranch Road 12 has to be improved tremendously. It used to be 15-minute drive to wine country, Oak Hill from Dripping Springs; now it's 30 minutes on a good day," Foulds said. "We have to improve and give it a much safer intersection. We have a lot of car accidents and kids on the roads."
Reed said he embraces the changes and welcomes new customers to his business.
"Especially during the week, local folks and so forth, we get a fair amount of traffic from that," Reed said.

AUSTIN, Texas — The Texas Department of Transportation is asking for public input on plans to expand thirteen miles of US 290 from southwest Austin to Dripping Springs.
The development process is far from over but more details were shared at Tuesday's virtual presentation meeting. The meeting was originally intended to be held in-person but pivoted due to the weather.

TxDOT is on step two of its four-step development process toward expansion. The spot in question goes from RM 1826 in southwest Austin, Oak Hill, to RM 12 in Dripping Springs.
Right now, the stretch is a four-lane undivided roadway with a central turn lane and signals. TxDOT shared some of the changes that could come.

"This design would eliminate the traffic signals for the through traffic throughout the project corridor," said TxDOT in the presentation.
Included in the presentation was information that 13 homes, 82 businesses, and one church could be displaced across Travis and Hays counties.
Garrett Beem, owner and founder of Nest Haven Properties, works in the areas west of Austin and knows all about the growth in dripping springs.
“It's astronomical at this point," said Beem.
Beem says they have roughly 8,000 homes that have been approved for platting in Dripping Springs with more to come. Congestion and traffic safety are big concerns.
"There's definitely no doubt that it is an issue and that it has been an issue for a long time. A lot of it is the center turn lane and median. People use that as a passing lane and they'll go 50-60 miles down the middle turn lane, which is a big problem out here," said Beem, "It's not necessarily getting on and off 290. It's when you get into the median and the middle turn lane that becomes an issue."
TxDOT has data to back that up. In the presentation, they shared there have been 1,501 crashes between 2016-2022. 4.8% of them were severe, which is more than the 2.8% average for urban corridors.
At this stage, no final designs have been selected. Beem says it’s still too early to tell what the impact could be for current and future homeowners, depending on how eminent domain or other designs could pan out.
