Water is flowing again into Lake Pflugerville after a fifth waterline break was fixed late Wednesday, the city announced. But Pflugerville's water system remains depleted after a series of leaks in recent months, and water customers remain subject to serious restrictions.
Lake Pflugerville is the primary water source for the city. It’s human-made and fed entirely by water pumped from the Colorado River.
Construction crews discovered the fifth break on Tuesday. A spokesperson for the city of Pflugerville said Wednesday officials could not take interviews as the city was “completely focused on handling the current water situation.” Officials said the break was “easily accessible” and “quickly located.”
The break was the latest in a string of leaks that have depleted the city’s water supply by hundreds of millions of gallons since September.
The city’s raw waterline that runs from the Colorado River to Lake Pflugerville experienced breaks in September, November and January.
But the city did not implement water restrictions until a fourth, more severe break was discovered in early February. It look crews more than ten days to locate the break, according to city documents.
Public Utility and Engineering Director Matt Rector said at a March 10 city council meeting that identifying the fourth leak was “strenuous to say the least.”
“We had to excavate down 20-plus feet on each side of the creek just to try to figure out where the leak was,” he said. “That took us a little while.”
Rector said as the lake was being depleted from the break, customer demand was rising due to an unseasonably warm February. Hundreds of millions of gallons were lost.
The city responded March 1 by entering Stage 1 restrictions, which limited outdoor watering to one day a week.
But the extent of the water loss did not become clear until a March 3 report found the fourth waterline break caused the lake to have “significantly less water than we had originally thought,” Rector said. The city wasn't able to install a bypass line to reroute the water flow for another week.
On March 4, Pflugerville Mayor Doug Weiss declared the city was in a "disaster water shortage emergency” and moved the city to Stage 3 water restrictions. He said engineering projections show the city’s water supply could dip below the elevation of the city’s existing raw water intake structure by late April, "threatening the city’s ability to withdraw and treat sufficient water to meet essential health, sanitation, and firefighting needs."
The city will remain under Stage 3 restrictions until Lake Pflugerville reaches a depth of 19 feet, which could take more than two months. As of Wednesday, the lake was 17 feet deep.
Under Stage 3, Pflugerville residents are not allowed to use water outdoors unless it’s to water a home’s foundation to prevent cracking. They also aren’t allowed to irrigate lawns, fill swimming pools or wash cars. Additionally, the city is recommending folks start catching rainwater; reuse water for hand-washing; take shorter showers; and delay laundry and dish cycles.
If customers don't conserve, stricter restrictions could be imposed, officials said.
Customers that don’t comply will receive a “formal warning” or a fine ranging from $1,500 to $2,000 per occurrence, according to the city.
At the March 10 meeting, Police Chief Willie Richards said the department had “made contact” with 117 businesses and residential water customers to educate them about the new restrictions, but so far had not issued any citations.
“The willingness to say ‘Yes, we understand,’ and coming alongside us and helping us be successful in this endeavor has been exceptional,” Richards said at the meeting.
A graphic shared by the city shows customer water usage has gone down by over a million gallons per day since the restrictions were put in place.
Ahead of the latest waterline leak, the city agreed to activate a local well that is typically only online during peak demand in the summer. Pflugerville is also purchasing water from the Manville Water Supply Corporation to go directly to customers.
The city has long-term plans to increase water capacity to the area. A project to add a new pump station that will add a 1.25 million gallon storage tank to the water system's capacity is in the design stage, but the city has not yet announced when construction will begin.

The city anticipates the repair to be complete and water flowing within 48 hours, barring any unforeseen circumstances. They say these breaks are a result of ongoing construction of the secondary raw waterline, which will provide redundancy and additional flow to the lake from the Colorado River. The existing raw waterline is otherwise serviceable.
FOX 7 Austin asked the city how much longer Stage 3 water restrictions will be in place.
"Stage 3 emergency water restrictions will last at least until the lake reaches 19 feet in depth and sustains that depth for a minimum of three days. The City reported on March 11, 2026, that this could take at least 60 days, but this timeline is dependent on how much Pflugerville water customers conserve, and assuming there are no further issues with the existing raw waterline. However, with this new break, we will need to reevaluate the timeline once water flow is restored," they said in a statement.
Local perspective:
Pflugerville resident Gary Arbuckle shared his perspective on the situation.
"In our area, because of the soil and the drought that's going on right now, I see a lot of homes right now being affected because of their foundation issues," he said. "[The city] was asking us not to use your dishwasher or your washing machine, so that has been a change, and I'm trying to be compliant, because this is water we have to drink."
He is also concerned about the long-term water supply.
"It's like, how do you get water? And as expensive as things are right now, buying bottled water and things of that nature is a burden," he said.

PFLUGERVILLE, Texas — Leaders in Pflugerville, Texas, shared an update Tuesday on the water line break that led to emergency Stage 3 water restrictions last week.
City officials say a pipeline that moves water from the Colorado River to Lake Pflugerville, the city’s main water source, has experienced multiple breaks in recent months, interrupting the flow of water to the lake.
One resident described the situation as a major infrastructure issue.
“We are now facing a failure involving a 30-inch pipeline, one of the most critical pieces of water infrastructure servicing our community,” said community member Keith Trown.
According to city leaders, three breaks happened in September, November, and January. Officials say a fourth break occurred after the pump station was activated too early.
“Unfortunately, the pump station was activated prematurely, creating this fourth break,” an official said during the meeting.
As a result, water levels at Lake Pflugerville continued to drop, prompting the city to implement Stage 3 water restrictions last Wednesday.

During Tuesday night’s meeting, members of the Pflugerville City Council asked staff about the current water supply.
“Can you clarify how much water we actually have at this time?” one council member asked.
Staff said the available supply depends on how much water is leaving the lake compared to how much is being pumped in.
“So, we can speak to the depth of the lake, but again, this all depends on the overall, how much you take out versus how much you’re putting in,” a staff member said.
Some residents who attended the meeting said they were frustrated with the city’s communication about the issue.
“I just don’t believe they’re communicating well enough in order to keep the citizens informed,” Trown said.
City officials say a temporary bypass waterline was installed on Tuesday, March 10, while permanent repairs continue. Crews are expected to conduct a walkthrough and testing on Wednesday.
In an email response before the meeting, the city said it is “working with the contractor to identify ways to prevent further damage during ongoing construction.”
Officials say a new water line project expected later this spring should create a more reliable system and help the lake refill more quickly once pumping fully resumes.
For now, the City plans to continually reevaluate Stage 3 emergency water restrictions until it sees lake levels stabilize and recover following the repair to the existing raw waterline.

"I would not have expected to issue a disaster declaration so early in my tenure. We do not take it lightly. It was not something I had hoped to do," Mayor Doug Weiss said.
Raw waterflow was successfully restored to the lake through a temporary 24-inch bypass waterline on Wednesday.
The city said provided there are no issues with the existing raw waterline, and that Pflugerville water customers continue to conserve, emergency Stage 3 water restrictions will persist until lake levels reach a depth of 19 feet, which could require a minimum of 60 days. The current depth is 16.52 feet.
The change in depth represents hundreds of millions of gallons of water that need to be recovered. Currently, the temporary bypass waterline, well water and Manville Water Supply Corporation together supply about 8 million gallons per day to the lake. The current customer demand is approximately 5 million gallons per day.

People who attended a city council meeting on Tuesday voiced their concerns and frustrations over the communication and transparency given by city officials.

I've attended several city council meetings, and I believe that they're doing the right thing," resident Keith Drown said. "I just don't think believe they're communicating well enough to keep their citizens informed."
Staff outlined several steps being taken to meet water supply demand. Both municipal well sites are back online and the city has increased the amount of daily water purchases. Water is now flowing through the temporary bypass waterline.
The two remaining waterlines are the existing raw waterline, which needs to be repaired, and the larger secondary raw waterline that is under construction and slated to be completed before the summer.
Officials acknowledged the city is still losing ground in restoring supply and must recover hundreds of millions of gallons of water. Officials said the city isn't out of the woods just yet and will remain in Stage 3 for a while.
