KYLE, Texas — According to the Texas Department of State Health Services (DSHS), Hays County reported its first measles case after a Kyle resident tested positive.

The person is considered unvaccinated by DSHS due to being “unable to provide documentation of receiving the measles vaccine,” according to a press release from Hays County.

Health officials are considering the individual to have been contagious beginning Thursday, May 11, 2025, and continuing until Monday, May 19, 2025. The infected individual has since received care.

The Hays County Health Department (HCHD) was first notified of the potential measles case on May 16 at Ascension Seton Hays in Kyle.

During a press conference, HCHD Executive Director Matthew Gonzales said those who may have been at the Ascension Seton Hays from 12:50 p.m. to 5:30 p.m. on May 16 should monitor themselves for measles symptoms.

Gonzales noted that the person who tested positive developed a rash on Thursday, May 15.

“We are working closely with the healthcare providers and businesses exposed to ensure the safety of their patients and customers,” Gonzales said. “The health and safety of our residents is our priority. Our focus will be ensuring those who are exposed are notified and capable of taking the proper precautions for their health and to prevent the further exposure of other individuals.”

Anyone present at the following locations at the times listed below may be at risk of developing measles due to exposure:

May 10, 2025: 8:00 a.m.- 6:00 p.m.

May 10, 2025: 8:00 a.m.- 6:00 p.m.

May 13, 2025: 11:47 a.m.- 2:23 p.m.

May 13, 2025: 8:00 a.m.- 1:00 p.m.

May 16, 2025: 12:50 p.m.- 5:30 p.m.

Individuals who may have been exposed will be notified by their respective local health authority, according to health officials.

Texas currently accounts for most of the measles cases of the U.S. outbreak, with 718 cases as of May 16.

The Brief

A Kyle resident has tested positive for measles, Hays County health officials say.

This is also the first positive measles case confirmed in Hays County.

What we know:

Hays County officials say the case was confirmed by the Texas Department of State Health Services.

The resident was considered to be unvaccinated due to being unable to provide documentation of getting the measles vaccine.

The resident was contagious from May 11-19. They have also received care.

Officials are working to identify and notify those who may have been exposed. A list of locations where the infected resident visited is provided below:

Officials said, although the person was not considered infectious before May 11, they are still providing the locations visited on May 10 out of an abundance of caution. The possibility of the virus being transmitted at that time is low.

Those who are exposed to the virus will be notified by their local health department.

Hays County health department director Matthew Gonzales released a statement:

"So far, all organizations involved with the exposure have been cooperating in our investigation, providing us what we call "lined list," which will have information about individuals and their contact information and times that they may have been exposed so that we can conduct a thorough investigation to make sure that we reach out to these individuals so that they get proper treatment," said Gonzales in a later statement.

Hays County Epidemiologist, Gabrielal Guel, spoke about the vaccine used to prevent the spread of the disease.

"The Measles, Mumps, and Rubeola or MMR vaccine is a safe and highly effective way to prevent infection. It is recommended as a two-dose series during childhood, where the first dose provides 93% protection and the second dose increases protection up to 97%," said Guel.

Gonzalez commented on the steps that can be taken in addition to vaccination to reduce transmission.

"One of the things we want our community to be aware of is those symptoms, so that they can either isolate themselves or work with a medical professional or medical home to make sure that they either get tested for measles and/or quarantine themselves before they are able to transmit to other individuals," said Gonzales.

Big picture view:

DSHS says that four new cases were reported in Tuesday's update.

722 cases have been identified since the outbreak started in January and there are fewer than 10 confirmed cases believed to be actively infectious in the state.

Gaines County, the center of the outbreak, reported no new cases. The county has reported 406 cases since the outbreak began in January. The county accounts for more than half of the state's cases.

Why you should care:

Measles is a highly contagious respiratory illness. The virus is transmitted by direct contact with infectious droplets or by airborne spread when an infected person breathes, coughs, or sneezes.

Measles virus can remain infectious in the air for up to two hours after an infected person leaves an area.

Illness onset (high fever, cough, runny nose, and red, watery eyes) begins a week or two after someone is exposed. A few days later, the telltale rash breaks out as flat, red spots on the face and then spreads down the neck and trunk to the rest of the body.

A person is contagious from about four days before the rash appears to four days after. People with measles should stay home from work or school during that period.

Common symptoms of measles include:

The best way to prevent getting sick is to be immunized with two doses of a vaccine against measles, which is primarily administered as the combination measles-mumps-rubella vaccine. Two doses of the MMR vaccine are highly effective at preventing measles.

Some vaccinated people can occasionally develop measles; however, they generally experience milder symptoms and are less likely to spread the disease to other people.

If you think you have measles or have been exposed to someone with measles, isolate yourself from others and call your healthcare provider before arriving to be tested so they can prepare for your arrival without exposing other people to the virus. Measles is extremely contagious and can cause life-threatening illness to anyone who is not protected against the virus. Review your and your child’s vaccination history to see if you are up-to-date on your measles vaccines. Additionally, discuss with your provider your vaccination history and any questions about these vaccines.

People with confirmed or suspected measles should stay home from school, work, and other group settings until after the fourth day of rash onset.

During an outbreak, people without documented immunity from vaccination or previous measles infection should be isolated from anyone with measles to protect those without immunity and control the outbreak.

According to the Texas Administrative Code (TAC) Rule §97.7, schools and childcare settings shall exclude unimmunized children for at least 21 days after the last date the unimmunized child was exposed to a measles case.

The barbecue restaurant closed its San Marcos location last summer, and the building was sold to the Hays County Food Bank. Hays Co. Bar-B-Que will operate at the temporary location during the construction of its permanent home.

Kyle Fire Department-Hays County ESD No. 5 Fire Station #4

Hays County Emergency Services District No. 5 opened Station #4 on April 4 at 110 High Road in Kyle, according to a news release. The 9,385-square-foot, $7.6 million fire station was partly funded by a $3 million American Rescue Plan Act grant awarded by the Hays County Commissioners Court in September 2022.

European Wax Center will be opening within the Kyle Marketplace shopping center, according to the new location's website. The national chain offers a variety of body and face waxing services.

Owner Richard Sager will hold a grand opening for his recently opened brick-and-mortar game store from 11 a.m. to 8 p.m. on May 1. The event will have a ribbon cutting at 11:30 a.m. and free agua frescas and light snacks at 5 p.m. with a DJ. Adventures With Dick Hobby & Games sells card games, supplies and pop culture products.

Doxa Coffee Roasters

Doxa Coffee Roasters will celebrate the grand opening of its Buda food truck at Memorial Miniature Golf & Museum from 10 a.m. to 3 p.m. on May 3. The event will include vendors, raffles, pastries and music, according to an Instagram post. The food truck had its soft opening in August, according to previous Community Impact reporting. The local nonprofit organization supporting veterans with higher education scholarships, professional development grants, and mental health counseling celebrated its 20th anniversary at its annual family-friendly gala on April 6. McDonalds

Kyle is set to get a new McDonald's, according to a recent filing with the Texas Department of Licensing and Regulation. According to the filing, construction is scheduled to begin in early 2026 for a 3,846-square-foot building. An opening has not yet been announced.

Neon Armadillo

Known for serving Tex-Mex and locally sourced barbecue without seed oils from its pop-up food trailer on Ranch Road in Wimberley, Neon Armadillo is set to open a brick-and-mortar location at The Junction in Wimberley in mid-August, according to Chef Adam Puskorius.

WineBerley

WineBerley, a wine shop, bar, and retail space, opened in January, according to a news release. Owned by Genevieve Guy, the shop specializes in biodynamic and organic wines, offering French selections along with Italian, Spanish and American options.

The Wimberley Tex-Mex restaurant serves enchiladas, fajitas, tacos, burritos and more. Nada Mucho’s drink menu features a variety of margaritas and palomas as well as beer, wine and non-alcoholic drinks.

Under the terms of the agreement, GVSUD will lease 0.652 million gallons per day (MGDs) of water annually to the City of Kyle from its share of the Alliance Water Phase 1B water supply. Upon the completion of Alliance Water’s Phase 1C and 1D, the lease will increase to a total cumulative volume of 1.42 MGDs per year.

This agreement strengthens the City of Kyle’s water supply and supports future growth by ensuring access to an additional 1.42 MGDs of potable water per year from the Alliance Water Project.

The City of Kyle will be responsible for monthly fixed and variable charges as specified in the lease agreement, including costs for operations, maintenance, and special assessments associated with the water supply. The agreement also outlines a two-year initial term with automatic one-year renewals.

Estimate total costs for the next three fiscal years:

“This lease is a critical step in ensuring a sustainable water supply for both present and future residents of Kyle, helping us remain resilient during prolonged drought conditions,” Kyle Water Utilities Director Mike Murphy said. “It’s a clear example of how the City Council is committed to effectively managing our resources to meet the evolving needs of our community.”

“The partnership between Green Valley SUD and the City of Kyle is a strong example of collaboration and forward-thinking among our member entities,” Alliance Water Executive Director Graham Moore said. “Alliance Water is proud to support this effort and looks forward to the upcoming water delivery to Kyle as we continue to build upon the city’s water supply.”
