Kerr County officials are preparing to testify about the Central Texas floods Thursday morning.

The public hearing will take place at Hill Country Youth Event Center at 9:30 a.m. Officials are expected to discuss the emergency response to the July Fourth floods, as well as how to prepare for future emergencies.

The meeting is part of the Texas Legislature's Joint Committee's special session. The committee had its first meeting addressing the deadly floods on July 23 in Austin.

During Thursday's public hearing, testimony from several officials is expected, including the Kerrville mayor, the Kerr County sheriff, the Texas Division of Emergency Management, and a professor from the University of Texas at Arlington who's an expert in flood alert systems.

Hill country residents are encouraged to attend the public hearing to share their testimonies.

"What I'm hearing from people who live on the river is they wanted an emergency system," said Brenda Law, a Kerrville resident. "That even people from out of town, because we had so many visitors here over the weekend, that didn't get the alert. So we need a system, a little alarm system to go off when the river gets so high, and people need to be educated in flooding and the dangers of water."

The weather, climate and disaster mental health resources are also expected to be discussed on Thursday.

“It's important, because this is downstream from Hunt. This is a very hot zone, that needs to be checked, and checked critically," said Rescue Diver Steven Bishop.

KERRVILLE, Texas — A search and recovery dive team focused their efforts on Nimitz Lake in Kerrville.

The dive team says the dam at the lake is a hotspot where debris piles up.

The dive team searched the lake and also the area near the dam, which they say can be a dangerous and tough job.

“It is dangerous, we're diving by a dam. You can see, thankfully it's in a spillway dam, so it's a little bit safer, it's still not safe,” said Rescue Diver, Steven Bishop.

Bishop, with Blue Diver Search & Recovery, hit the waters at Nimitz Lake Friday afternoon.

The team is working in partnership with Search & Support San Antonio and got permission from the Kerr County's Emergency Operations Center to conduct their search.

“It's important because this is downstream from Hunt,” said Bishop.

According to the Kerr County lead, the decision to search the lake was made during a Kerr County Commissioner's Court meeting. Commissioners even talked about draining the lake, but ultimately city leaders decided not to, citing cost.

“This is a very hot zone, that needs to be checked, and checked critically,” said Bishop.

The dive team says the lake had been searched using sonar, but they brought along a new tool that also adds AI technology called AquaEye.

The AquaEye device can scan the area of a football field in less than a minute.

“We run our AquaEye, and that will scan, and hopefully get hits if there's a person based on body tissue density,” said Bishop.

During their search, the AquaEye device yielded two hits, but after searching the waters, Bishop did not make any recoveries.

“We were hoping that we can bring loved ones back home. This is a pretty horrific job to do and you don't want to do it,” said Bishop.

Bishop and Blue Diver Search & Recovery say they will be wrapping up search operations and head back home to Dallas, they also want to thank the community, families, supporters and donors.

The organization started a GoFundMe to help with expenses, including lodging, food, gas and equipment, and the community responded by raising nearly $50,000.

Goldie was found 14 days after going missing during the flooding. Kerrville Pets Alive! has worked tirelessly to reunite owners with their pets, both alive and dead.

KERRVILLE, Texas — A precious dog named Goldie, who was lost when the flood waters rose and her family was evacuating in Kerrville, has been found by search and rescue crews, according to Kerrville Pets Alive!

The outcome is not one that everyone hoped for, but still will give closure to the family who was searching for any sign of their beloved pet.

A search and rescue team located her remains 14 days after that fateful night.

"Luckily, she had a chip and the family was notified immediately that she had been found," says Kerrville Pets Alive! "She is being cremated and returned to them at no cost."

Kerrville Pets Alive! has worked tirelessly to reunite owners with their pets, both alive and dead over the last 16 days. KPA! is run solely by volunteers who have been working non-stop since July Fourth doing their very best to take care of the endless amount of missing pets in the area hardest hit by the flooding. Pets that went missing while folks were evacuating, or ended up caught in the floodwaters when their owners were also swept away.

"We are grieving with every family, as we get to know them, hear their stories and we will spare no effort to find their lost pet family members," says KPA! "This is just one of many stories, and every one of them matters to each and every one of us at Kerrville Pets Alive."

KPA! currently has a database with over 143 pets that they are working diligently to match up with their owners.

In addition, they are working with searchers as well as volunteers to retrieve deceased pets to help give closure to grieving pet owners.

"We have made a great effort and are working with Town and Country Animal hospital to forensically identify the deceased and also cataloging those we cannot identify due to decomposition," says KPA!

Many of the pets found are being fostered to give them a break from the shelter, which can be stressful for pets.

Because of the nature of the database, which includes personal contact information, they will not be making it available to the public. You can reach out to KPA! directly if you are missing a pet or have found one.

"We know everyone is desperate to find their pets and also help others look for them," says KPA! "KPA and Kerr County Animal Services are NOT holding any pets that have not been matched with the database. All animals in our care and the county's custody have been researched extensively."
