Austin voters have rejected Proposition Q, the controversial city-backed plan to raise more than $100 million in property tax revenue to pay for homeless services and other city projects.
Preliminary results show 63% of Austinites voted down the measure as of 12:14 a.m. on Wednesday. Just 37% of voters supported the property tax increase, according to Travis, Williamson and Hays county election officials.
"Voters prioritized affordability," Austin Mayor Kirk Watson said in a statement. "They’re worried about their finances, their grocery and utility bills, their property taxes, and more. They’re concerned about the stability of all levels of government, including city government. We need to give voters reason to trust us—to trust that we will strike the right balance between services and the funding needed to provide those services."
Watson acknowledged the measure's failure shortly after early voting totals were released.
While Watson and other supporters of the measure said the tax rate increase was necessary to shore up a budget shortfall at City Hall, opponents argued the increase wasn't necessary to maintain city services and that the measure would make Austin less affordable. Some against the measure also questioned the city's ability to manage its money.
Matt Mackowiak, head of the Save Austin Now political action committee — which staunchly opposed the measure — said the defeat of Prop Q was a "victory for taxpayers." Mackowiak said he hoped the message sent by voters would push Austin City Council to rethink its spending.
"Enough's enough. Our City Council and our mayor already have said many times affordability is a crisis," he said. "Well, folks, you do not make affordability better by raising taxes. Children know that."

What do I need to bring to vote in Texas?
According to VoteTexas.Gov, these are acceptable forms of ID to meet voting requirements:
Those who are unable to present one of the forms of ID listed above may fill out a Reasonable Impediment Declaration at the polls and present an alternative form of ID. That could be a utility bill, bank statement, government check or voter registration certificate.
Are cell phones allowed when you vote at the polls?
According to Texas law, cell phones are prohibited at the voting booth. An election judge can order people to deactivate or turn off the devices on-site. Those who don't comply will be asked to leave.
Poll watchers are also prohibited from having cell phones.
"Persons are not allowed to use wireless communications devices within 100 feet of voting stations," according to the Texas secretary of state's website. "Additionally, persons are not allowed to use mechanical or electronic devices to record sound or images within 100 feet of the voting stations."
Such devices include cell phones, cameras, tablet computers, laptop computers, and sound recorders.
A voting station is the area where the voter marks the ballot.
What are we voting for in Texas?
Texans face big fiscal choices at the state and local levels this year — from billions in property tax cuts to Austin’s proposed tax rate hike.
Texas voters will decide on 17 proposed amendments to the state constitution, including a package of billions of dollars in property tax cuts approved by state lawmakers earlier this year. Most proposals would deliver targeted tax breaks for homeowners, small businesses, veterans’ spouses and others, or ban new state taxes on capital gains and inheritances. Others would create new funds for water projects, technical colleges and dementia research, and address bail limits, parental rights and judicial oversight.
At the local level, Austin voters will also decide whether to raise the city’s property tax rate to support a $6.3 billion budget the city council approved in August. If voters approve the higher rate, the owner of a $500,000 home would pay about $300 more a year in city taxes. If it fails, the same homeowner would pay about $100 more, as the city would revert to the lower state limit.

The majority of Austin voters rejected the proposition, which would have increased property tax rates by five cents per $100 in value.
AUSTIN, Texas — The majority of Austin voters have rejected Proposition Q, which would have raised the city's property tax rate indefinitely.
Prop Q would have increased Austin residents' property taxes by five cents per every $100 in value to address funding for homelessness prevention, safety, parks, public health, finances and Austin's general fund.
The increase could have cost the average homeowner about an extra $300 a year in city property taxes and would have added roughly $110 million for the present fiscal year, according to city leaders.
The proposition was presented as a way to help address the city's $33 million budget deficit.
Ahead of the Nov. 4 election, Austinites were split on whether to support the proposition.
Austin City Council member Ryan Alter was among those in favor of Prop Q.
"Other states invest in homeless services," he said on Election Day. "The state of Texas doesn't do that. So it's up to us to deliver those services because we're on our own."
Another supporter was Ben Suddaby, a union member with the American Federation of State, County, Municipal Employees (AFSCME).
Ahead of the final voter count, Suddaby said, "If Prop Q fails, it means severe cuts for essential things that keep Austin livable. Things like making sure our fire, EMS, response times are low. When you call 911, seconds count, that's when we need that, you know, we need to be fully staffed."
Meanwhile, an opponent of the proposition was Save Austin Now leader Matt Mackowiak, who encouraged Austinites to cast their ballots.
"We've sent tens of thousands of text messages yesterday and today," he told KVUE on Tuesday. "We've sent robocalls, we're doing targeted digital ads, we're doing radio, lots of things."
Mackowiak attended a watch party Tuesday night at Bouldin Acres in Austin, where he said, "And while tonight is about stopping a bad idea from hurting people who live here, it doesn't make things better, it just stops making things worse."
In October, KVUE also spoke with Big Top Candy Shop owner Brandon Hodge, who said the proposition would negatively impact his business.
"If everyone's price is increasing like that, they can't afford to come in and buy a treat like candy, you know, much less food, clothing and shelter," he said.
Those against the proposition referred to it as a "forever tax," encouraging Austin leaders to instead reduce spending.
Ultimately, 63.48% of Austin voters chose to reject the proposition, while 36.52% supported it.
